Frequently Asked Questions About GlobalVetLink’s ForSale Certificates

ForSale certificates, also known as pet lemon law certificates or certificates of veterinary inspection for sale, are health documents required when selling dogs and cats in states with pet purchase protection laws. These certificates document the animal’s health status, vaccination history, and any treatments administered before sale. They protect both pet buyers and responsible sellers by providing an official veterinary record of the animal’s condition at the time of sale. GlobalVetLink’s digital ForSale certificates help veterinarians comply with these laws efficiently and accurately.

GlobalVetLink’s ForSale certificate product is currently available only for veterinarians practicing in Florida. Florida has one of the most comprehensive pet buyer protection laws in the nation (Florida Statute 828.29). As of 2023, 22 states have enacted pet purchase protection acts with varying requirements. If you practice outside Florida and need to create sale documentation, contact GlobalVetLink support to discuss available options or check if ForSale certificates are available in your state.

Florida’s Pet Lemon Law (Florida Statute 828.29) requires pet dealers to provide a certificate of veterinary inspection when selling dogs or cats. The certificate must be issued no more than 30 days prior to the sale and must include the animal’s breed, sex, age, color, complete health record, and a list of all vaccines administered. The law provides buyers with remedies if a pet is found to be unfit for purchase due to contagious diseases within 14 days or due to congenital or hereditary conditions within one year. GlobalVetLink’s ForSale certificates automatically include all required information to ensure full compliance.

In Florida, a “pet dealer” is defined as anyone who sells more than 2 litters or 20 dogs per year, whichever is greater. This definition explicitly includes active hobby breeders, pet stores, and commercial breeding operations. If you meet these criteria, you must provide a certificate of veterinary inspection (ForSale certificate) with each dog or cat sold. The certificate must be issued by a Florida-licensed veterinarian within the specified timeframe before sale.

ForSale certificates must include comprehensive information about the animal and its health status: the animal’s breed, sex, date of birth or approximate age, color, and identifying markings; a complete list of all vaccines administered (including vaccines for canine distemper, leptospirosis, Bordetella, parainfluenza, hepatitis, canine parvo, and rabies for dogs over 3 months); deworming medications and anthelmintic treatments administered; and veterinary certification that the animal was examined and found healthy at the time of examination. GlobalVetLink’s easy-to-use interface guides you through adding all required test, vaccination, and treatment information.

In Florida, the timing requirements depend on the animal’s age. For dogs and cats under 4 months of age, required tests, vaccines, and anthelmintics must be administered no more than 21 days before sale. For dogs and cats 4 months of age or older, these requirements must be met no more than 30 days before sale. The ForSale certificate must document this examination and be provided to the buyer at the time of purchase.

GlobalVetLink’s intuitive interface streamlines the entire ForSale certificate creation process. The system stores animal information for easy repeat documentation, auto-fills vaccination and treatment records from your GlobalVetLink database, ensures all required fields are completed before signing, and generates professional, standardized certificates that can be easily shared with clients digitally or printed. This eliminates handwritten forms, reduces errors, and improves practice efficiency while ensuring full compliance with Florida’s pet purchase protection law.

Yes. GlobalVetLink’s ForSale certificate feature makes it easy to include complete health records. You can add test results, vaccination records (with vaccine product information, dates, and expiration dates), and anthelmintic treatments directly within the certificate creation workflow. If you’ve previously entered this information for an animal in GlobalVetLink, it can be automatically included, saving time and ensuring accuracy. This comprehensive record-keeping helps protect both you and the pet buyer.

If a veterinarian certifies a pet unfit for purchase due to illness within 14 days or congenital/hereditary conditions within one year, Florida law provides buyers with three options: (1) return the animal for a full refund including sales tax, plus reimbursement for veterinary costs related to certification (up to 50% of purchase price); (2) exchange the animal for one of equal value plus veterinary reimbursement; or (3) keep the animal and receive reimbursement for reasonable veterinary expenses to treat the condition. Proper ForSale certificate documentation protects sellers from frivolous claims and ensures legitimate health issues are addressed fairly.

GlobalVetLink helps you comply with Florida’s pet purchase protection laws by ensuring every ForSale certificate contains all legally required information, automatically formatting certificates to meet state requirements, storing certificates securely for your records and easy retrieval, enabling quick digital sharing with pet buyers, and reducing errors that could expose you to liability. Our system eliminates the guesswork of compliance, enabling you to focus on delivering high-quality veterinary care while confidently meeting your legal obligations as a veterinarian serving pet dealers.
